DESCRIPTION
When CYGINT_LIBC_I18N_MB_REQUIRED is not defined, this is a minimal ANSI-conforming 
implementation of <<mbstowcs>>.  In this case, the
only ``multi-byte character sequences'' recognized are single bytes,
