Redefine CYGNUM_HAL_INTERRUPT_RTC_RTC because of
conflict with same named macro defined in hal_intr.h (Cortex-M architecture).
Define some interrrupt numbers, previously reservrd.
Upgrade RTC registers. [ Bugzilla 1001904 ]
